154 ENVISION FRANKLIN | Appendix Goose Creek Basin (Short-Term) WATER/SEWER AVAILABILITY Three different water districts serve the Goose Creek Basin. The southern portion of the basin is served by Milcrofton Water District. According to representatives from Milcrofton, additional storage capacity will be needed for the area to provide enough water for future development and distribution lines will need to be upsized. Sewer availability in the basin is heavily dependent on the construction and sizing of the conceptual South wastewater treatment plant that will ultimately be needed to serve the area as it builds out. Gravity sewer will need to be extended further to the southeast in order to integrate and serve the remaining properties of the basin. FIRE SERVICE Franklin has recently improved fire service in the area with the construction and opening of Franklin Fire Station #7 near the corner of I-65 and Goose Creek Bypass. This new fire station will reduce service times to the entirety of the basin, especially the southern portion of the basin which has recently been brought into Franklin’s UGB. COST OF INVESTMENT NEEDED Significant investments will be needed for the southeastern portion of the basin to buildout. According to Connect Franklin, there are several improvements to the existing street network and the construction of new roadways will be needed to accommodate high density development. Notably, the Carothers Parkway Extension, the Goose Creek Bypass Extension, improvements to Peytonsville Road, and a southern east-west connector over I-65 will be needed to support new development. The total cost of infrastructure improvements to serve the unserved portions of the basin with water and sewer will be based upon development and are currently unknown.
