Appendix | ENVISION FRANKLIN 155 West Basin (Short-Term) GENERAL INFORMATION The West Basin is located in the western portion of the community extending approximately from the Harpeth River as it runs near and along Hillsboro Rd to the western branch of the river. The southern edge of the boundary runs NW/ SE from approximately Old Carters Creek Pike along Franklin city limits to the western edge of the Westhaven Subdivision north to the terminus of Fieldstone Parkway. The basin has 773 total acres within the City’s Urban Growth Boundary (UGB), approximately 365 of which has been deemed developable. ANNEXATION CAPABILITY The West Basin is predominantly within the city limits and includes multiple large tracts. Several parcels located in the upper northwest part of the basin will likely rely on the neighboring larger tracts to develop first prior to annexation. Additionally, a significant portion of the basin requested to be removed from the UGB in the 2023 update and thus removed from consideration and calculations in regards to this basin. While the total supply of developable land is limited in this basin, it is all relatively close to current city limits and are larger undisturbed tracts that have higher development potential. Due to these factors and the availability of infrastructure in the area, the West Basin has shortterm annexation capabilities. VISION The majority of the basin has already been developed and is within the city limits. Some large tracts remain along Del Rio Pike and the Short Farm has a vision to become an agrihood. New development should be clustered so large tracts of open space can be preserved to maintain the rural character. The portions of the basin that are currently outside of the city and within the UGB will likely develop with primarily single-family residential uses as the City transitions towards Williamson County. Preserving the existing rural character will be important. TRANSPORTATION/ACCESS The majority of the street network throughout the West Basin is already existing, as the majority of the basin is within city limits, and the City has already invested the funds to serve the area. Additionally, this area is served by the Mack Hatcher Parkway extension that opened in 2022, as well as New Highway 96 W, both of which are state routes. Multi-use trails have been completed along these state routes. There is no timetable for the expansion of Mack Hatcher Parkway to four-lanes between Hillsboro Road and New Highway 96 W nor for the extension of Mack Hatcher Parkway to Columbia Pike. Improvements to Del Rio Pike and Carlisle Lane will be needed to support additional growth. Old Charlotte Pike and Roy F Alley Court are both part of the Scenic Corridor Overlay and their rural character should be preserved. LAND USE AND GROWTH The West Basin has a combination of land uses throughout that includes Mixed-Residential and Neighborhood Mixed-Use in Westhaven; SingleFamily Residential, a small portion of Recreation, and the majority of the undeveloped area in the UGB having the Rural Reserve, Neighborhood Green, and Village Green Design Concepts. The southern portion of the basin has topographical constraints which may limit development potential. WATER/SEWER AVAILABILITY The City of Franklin Water District and the HB & TS Water District are both water providers in this basin, depending on location of development. Sewer infrastructure is currently available throughout the basin and can be extended to serve future development within the City. Any upgrades or infrastructure needed to serve are currently unknown and will be determined during development approval.
