The basin has no developable acreage that will not be a redevelopment because most of the basin is already developed and within city limits, and the small portion that resides within Williamson County is already developed with County subdivisions. ANNEXATION CAPABILITY The Central Basin is already predominantly within the City and the remaining portion of the basin is developed with Williamson County subdivisions; therefore, there is no potential annexation capability for the basin. VISION The Central Basin has been predominantly built out and will likely not see many major changes in the future. The vision for this basin is well defined and no major changes in form or density are expected. TRANSPORTATION/ACCESS The street network for this basin is already existing and no new infrastructure projects are planned within the basin. LAND USE AND GROWTH The Central Basin contains a large variety of different land use types as the basin stretches from the northern city limits to south of Downtown Franklin. The small portion of the basin that exists outside city limits has a Future Land Use designation of Rural Reserve, which generally matches the existing county subdivisions. WATER/SEWER AVAILABILITY The Central Basin is currently served by the City of Franklin Water District and the Mallory Valley Water District on the northern portion of the basin. Any redevelopment located within this basin will need service recalculations based upon use and density, and infrastructure upgrades may be required to serve properly. No additional sewer is required for this basin, as it is almost entirely within city limits and developed, thus already receiving sewer service. The portion of the basin that is outside the City is currently on septic systems. FIRE SERVICE Fire service within the Central Basin will be handled by a combination of existing fire stations, thus no new fire station is required to adequately serve any portion of the basin that is currently unserved. COST OF INVESTMENT NEEDED Since this basin captures the oldest parts of Franklin and is entirely within the city limits, no investment is needed due to annexation.
