It is centered around Carter’s Creek Pike and continues southwest past Southall Farms. The basin has 1,455 total acres within the City’s UGB, approximately 543 of which are considered developable. ANNEXATION CAPABILITY Southwest Basin 1 has a moderate amount of annexable areas, however due to rolling hills in the area, the developable acreage is severely limited to approximately one-third of the total acreage in the UGB. Additionally, a portion of this land will be used by TDOT for the future extension of Mack Hatcher Parkway through the northeastern portion of this basin. VISION Southwest Basin 1 will likely develop similar to what exists along the edges of the city limits today. There will be increased density near the Mack Hatcher Parkway right-of-way, and it will transition appropriately from Mack Hatcher Parkway to the lower density developments of Williamson County. Preserving rural character will be an important aspect to the area’s future growth and development. TRANSPORTATION/ACCESS The City’s Capital Improvement Project has several major roadway projects listed for Southwest Basin 1, the largest of which is the City’s share of the Mack Hatcher Parkway extension. Infrastructure will need to be improved in the basin in order for development to occur and will likely begin with the construction of Mack Hatcher Parkway. LAND USE AND GROWTH Southwest Basin 1 is currently designated as Development Reserve almost in its entirety. Development Reserve is used as a holding pattern for areas that will not likely develop in the foreseeable future and could see a variety of possible development patterns in the future. As Mack Hatcher Parkway is extended, density around the roadway will likely occur and transition to lower density residential to the south towards the edge of the UGB. WATER/SEWER AVAILABILITY The majority of this basin is or can be served by the City of Franklin, with the far southwestern edge being served by HB & TS Water District. Currently, no water infrastructure exists in the undeveloped portions of this basin, and therefore upgrades and sizing requirements will be determined upon the time of development by either HB & TS or the City of Franklin. After removing a substantial portion of this basin during Williamson County’s Growth Plan Update, the City was able to determine that the remaining portion of the basin could likely be served with the creation of two new sewer pump stations to serve new development. Currently, the area cannot be served successfully with sewer, however as it develops, these pumps will create the ability to provide sewer and can be sized appropriately as more information becomes available. FIRE SERVICE Fire service within Southwest Basin 1 will be handled by a combination of existing fire stations, until such a time where development has caused service timing to be inadequate and a new station will be constructed.
