ANNEXATION CAPABILITY Southwest Basin 2 is located entirely outside of the City of Franklin and within the City’s UGB save for a small portion of property. Due to the development potential of this area, close proximity to city limits but with need for major infrastructure improvements to serve, it can be seen as a potential annexation area with long-term capabilities. VISION Residential uses in this basin is desired due to the existing rural nature of the area, as well as the limited roadway network. This area has been identified as the rural gateway into Franklin and there is a desire for it to remain as such. TRANSPORTATION/ACCESS There is minimal roadway network improvements that are currently foreseen for this area due to its rural nature on the extremities of the UGB. If development occurs in this basin, roadway infrastructure capacity will be evaluated based on future demand and any requirements will be determined at that time. LAND USE AND GROWTH The entirety of Southwest Basin 2 is designated as Development Reserve and Conservation. As described in the vision for this basin, as the City grows and access to this basin is increased, a change in design concept could be needed, but rural character should still be preserved. WATER/SEWER AVAILABILITY Southwest Basin 2 is served by the HB & TS Utility District. The status of water capacity and any needed upgrades is currently unknown for the basin, and any new development will need to inquire with HB & TS Utility District in order to determine any required upgrades to infrastructure. This far outlying drainage basin is not currently served by gravity sewer and is unlikely to be served until major connections can be made throughout Southwest Basins 3 or 4 to provide a route for sewage to be pumped away from the basin and towards a centralized treatment facility. Until such infrastructure and facilities exist, this basin cannot be served with City of Franklin sewer. FIRE SERVICE Fire service within Southwest Basin 2 will be handled by a combination of existing fire stations, until such a time where development has caused service timing to be inadequate and a new station will be constructed. COST OF INVESTMENT NEEDED Significant investment will be needed to provide this basin with water, sewer, and emergency services. Because of this, large investments and major development would be needed to realistically provide this basin with City services. Additionally, as development occurs, it is likely that roadway capacity will need to be upgraded as well to ensure proper mobility to the developments that are needed to drive the required infrastructure.
