The basin extends just beyond Hunter Road, extends to Snowbird Hollow Road on the north, the terminus of Goose Creek Bypass to the south, and reaches nearly to Lewisburg Pike on the east. The basin has 1,197 total acres within the City’s Urban Growth Boundary (UGB), approximately 795 of which is considered developable. ANNEXATION CAPABILITY Southwest Basin 3 is one of the smaller drainage basins within the City’s UGB, the majority of which is potentially developable in the distant future. Due to the development potential of this area, it can be seen as a potential annexation area with long-term capabilities. VISION Due to the location of this basin on the far southern edge of the City, as well as the limited planned roadway network to access it, it is likely that this area will maintain its rural character. At such a time that infrastructure can be provided, a more specific vision should be established. TRANSPORTATION/ACCESS The majority of the necessary roadway network for this basin exists today, with the exception of a midterm transportation project to enhance Columbia Pike, and minor improvements to Snowbird Hollow Road. Development in this area is likely to be lower density and therefore no major roadway infrastructure improvements are likely to be needed in the near future. LAND USE AND GROWTH Similar to Southwest Basins 1 and 2, Southwest Basin 3 is heavily dominated by the Development Reserve Future Land Use, meaning it is in a holding pattern until the City can determine how it can be properly served with adequate infrastructure. The far eastern edge of the basin as it nears the city limits does have the Rural Reserve designation, as it can be served by different branches of water and sewer infrastructure currently in place. WATER/SEWER AVAILABILITY Southwest Basin 3 is served by HB & TS Utility District, in the unlikely case in which portions of this basin are annexed and therefore need to connect to water services, all sizing and upgrade determinations will be made by HB & TS representatives at the time of development approval. Due to the large distance between this basin and current City sewer infrastructure, there is no way for the City to provide sewer service to this basin without extending a large sewer main down Goose Creek Bypass to the southwest. Until development occurs that would drive the construction of this necessary sewer infrastructure at a very large cost, it is unlikely that sewer would extend all the way to reach Southwest Basin 3. FIRE SERVICE Fire service within Southwest Basin 3 will be handled by a combination of existing fire stations, until such a time where development has caused service timing to be inadequate and a new station will be constructed. COST OF INVESTMENT NEEDED Major investment is needed in this area to provide water and sewer to any potential future developments. Extending water and sewer through Goose Creek Bypass will be a lengthy and expensive process for both developers and the City of Franklin, which may make certain some conceptual developments infeasible.
