The basin has 1,171 total acres within the City’s Urban Growth Boundary (UGB), approximately 531 of which is considered developable. ANNEXATION CAPABILITY Southwest Basin 4 has severely limited annexation potential due to currently existing Williamson County developed subdivisions. Currently, there are several County subdivisions that exist in the central portion of the basin, making future city growth, development, and infrastructure potential challenging, thus limiting the potential of the basin within city limits. VISION Due to the location of this basin, and the existing development throughout, it is likely that this area will maintain, and potentially continue to build its’ rural suburban aesthetic. Annexation in this area will likely be limited and residential development should continue in a pattern that is consistent with the existing neighborhoods. Any density or nonresidential development interest will likely occur along Columbia Pike, however it is expected that this area will remain predominantly single-family residential. TRANSPORTATION/ACCESS The majority of the necessary roadway network for this basin exists today, and only improvements to the existing roadway network are shown in Connect Franklin. Development in this area is likely to be lower density, but roadway improvements would benefit this area to improve quality of life of current and future residents. LAND USE AND GROWTH Unlike the other Southwest Basins, Southwest Basin 4 is predominantly the Large Lot Residential Design Concept due to the prevalence of established County subdivisions. The northern edge of the basin as it extends into city limits has the Single Family Residential designation, and the eastern limits along Columbia Pike have the Rural Reserve designation. WATER/SEWER AVAILABILITY Southwest Basin 4 is served by HB & TS Utility District and the City of Franklin, in the event that portions of this basin are annexed and therefore need to connect to water services, all sizing and upgrade determinations will be made by HB & TS or the City of Franklin at the time of development approval. The majority of this basin is currently not served by City sewer. Due to the limited amount of developable land, it is unlikely that major sewer infrastructure is available to parcels not adjacent to City right-of-way because infrastructure will likely not be allowed to be run through existing County subdivisions. Sewer sizing and availability will need to be evaluated on a site-by-site basis. FIRE SERVICE A new fire station may be needed to service this area based upon emergency response times for any new development. If no new fire station is built closer to this area, then it is likely that additional roadway connectivity would be needed to reduce service time.
