Franklin’s Historic Preservation Plan encompasses ten themes, each with their associated goals. Preserving Franklin’s Historic Resources 1. Develop a research design and methodology for the Historic Resource Inventory. 2. Update and expand Franklin’s Historic Resource Inventory. 3. Expand the HPO to protect historic resources using a targeted and context-sensitive approach. 4. Establish a proactive preservation monitoring system. 5. Mitigate demolition by neglect to prevent the loss of historic properties through prolonged disrepair. Protecting Community Character 1. Facilitate the acquisition, rehabilitation, and affordable resale of older and historic homes. 2. Encourage a context-driven approach to infill development that protects community character. 3. Strengthen streetscapes as a defining component of Franklin’s historic character and experience. 4. Preserve open spaces and landscapes that contribute to Franklin’s historic setting and identity. Conserving Cultural Landscapes 1. Identify and preserve Franklin’s cultural landscapes. 2. Preserve historical and cultural resources along the Harpeth River corridor while facilitating recreational uses. 3. Protect and preserve archaeological sites against potential development threats. Preserving Civil War Resources 1. Continue to preserve battlefield sites and associated resources that tell the story of the Battle of Franklin and the Civil War experience. 2. Strengthen public understanding and visibility of Franklin’s Civil War and battlefield resources. Preserving Stories in Franklin 1. Develop a citywide interpretive plan that provides a strategic roadmap to further curate and share Franklin’s unique cultural, historical, and environmental heritage. 2.
