GOAL 1 Develop a research design and methodology for the Historic Resource Inventory. RECOMMENDATIONS: Establish a management plan for the Historic Resources Inventory. The management plan should follow best practices for updating surveys, incorporating un-surveyed areas, and planning, funding, frequency, and managing future survey efforts. Initial actions include defining a clear survey update methodology and creating a prioritized schedule that can adapt to emerging issues or threats. Survey work should then be phased into manageable scopes aligned with available funding, staff capacity, and near term planning or development activity. Pursue grant funding to manage the Historic Resources Inventory. Certified Local Government grant funding through the Tennessee Historical Commission supports phased updates to past surveys or new historic resource surveys and requires a 40 percent local match. GOAL 2 Update and expand Franklin’s Historic Resource Inventory. RECOMMENDATIONS: Update areas where historic resource surveys are outdated. This includes the 2007 Historic Resources Inventory, which surveyed much of the community, and the 2017 Franklin Historic Resources Survey Update, which surveyed the Downtown Franklin Historic District and portions of Columbia Avenue. Examples include Highland Gardens, James Subdivision, Ewingville, West Meade, Battle Ground Park (Battle Avenue), as well as individual listings. Conduct historic resource surveys and establish historic resource inventories in areas not previously surveyed. New surveys should focus on areas facing demolition or redevelopment pressure, including properties near the HPO, historically Black neighborhoods, mid 20th century subdivisions, fringe areas, and farms. Because surveys can face neighborhood resistance, they should include community education explaining that surveys document resources but do not designate them.
