Special landscape resources that add to the special character of Franklin should be surveyed, such as stone walls, roadside historic markers, memorials, monuments, cemeteries, and designed landscapes (e.g., parks, gardens, road corridors, farms). Ensure historic resource survey and inventory data are available to the public. Historic resource surveys and inventories should be publicly available for private developers to conduct due diligence and for local, state, and federal agencies in complying with environmental regulations. The data should also include preliminary recommendations by the City for HPO designation and formal determinations of eligibility by the SHPO for listing in the National Register.
