GOAL 4 Establish a proactive preservation monitoring system. RECOMMENDATIONS: Establish a rolling coming-of-age property inventory. Mid-20th century neighborhoods and properties should be tracked as they become potentially eligible for listing in the National Register or for HPO designation. Consider using a GIS-based mapping system to track and prioritize neighborhoods and properties for designation or other historic preservation efforts. Establish a rolling update of existing National Register nominations. National Register nominations should be updated every 10 years to ensure accurate inventories, adjust boundaries or periods of significance, and add properties newly eligible through restoration or age. Updates should also refine the Significance statement to include important stories or events and be coordinated with the Tennessee Historical Commission. Prepare emerging historic neighborhoods and property owners for future eligibility. Many mid 20th century Franklin neighborhoods may now qualify for National Register listing or HPO designation, but many residents may be unaware of their eligibility or the benefits of preservation. An education and outreach program—featuring neighborhood histories, information on mid century architecture, guidance on preservation benefits, and financial incentives—can help prepare owners for future designation efforts and may also identify emerging preservation leaders.
