GOAL 3 Strengthen streetscapes as a defining component of Franklin’s historic character and pedestrian experience. RECOMMENDATIONS: Implement character-sensitive streetscape improvements. The City should prioritize funding for full implementation of the Gateway Corridors and Downtown Connector Streets Project, known informally as the Streetscape Plan. Priorities for streetscape improvements include 3rd Avenue South to the railroad, Lewisburg Avenue to Carnton, West Main Street, Murfreesboro Road to I-65, Natchez Street, Downs Boulevard. These streetscape improvements include hardscape materials, lighting, signage, street trees, landscaping, gateway elements, and street furnishings. New enhancements should use traditional materials that complement surrounding historic areas and any existing historic features should be preserved. As enhancements are introduced, tree canopies should be preserved and enhanced. Streetscapes should be regularly reviewed for ongoing maintenance and periodic replacement needs. The City should actively look for opportunities to make streetscape improvements concurrently with other public infrastructure updates or repairs when the street is under construction or closed. Define gateways into historic districts. Streetscape elements can be used to subtly signal entry into historic districts or culturally significant areas. Establishing a coordinated approach to these transitions can help reinforce a sense of arrival, strengthen identity, and provide visual continuity without relying on overly prescriptive or thematic design treatments. Prioritize filling sidewalk gaps within or near historic districts. Franklin has been closing sidewalk gaps over time, especially along key corridors and school connections. A targeted assessment should identify and prioritize remaining gaps within and near historic districts based on safety, access, and network continuity.
