GOAL 1 Identify and preserve Franklin’s cultural landscapes. RECOMMENDATIONS: Create a public digital inventory of historic cemeteries for their preservation management. The City should create a map-based inventory of cemeteries, which can serve as a repository for cemetery data. Using sources such as the Tennessee Historic Cemeteries Viewer, Williamson County Archives, and property owners, the inventory should also identify cemeteries that may qualify for National Register listing or local preservation protections. Explore opportunities with conservation easements to preserve farmland at risk of future development. Conservation easements should be further leveraged to permanently protect scenic, agricultural, and historic land from development. Opportunities should be explored with The Land Trust for Tennessee for the purpose of maintaining rural landscapes and the easements permanently limit future subdivision and development. These easements should be identified on the City’s Historic Resources Map. GOAL 2 Preserve historical and cultural resources along the Harpeth River corridor while facilitating recreational uses. RECOMMENDATIONS: Identify and preserve existing historical and archaeological resources along the Harpeth River corridor. Local preservation partners should commission an assessment for the Harpeth River Corridor to determine areas of high sensitivity for below-ground archaeological resources. This assessment should be done concurrently with a historic resource survey that documents and evaluates above-ground cultural resources. Based on the findings of these studies, local partners should develop a plan to incorporate cultural and natural resources into the conservation of the Harpeth River Corridor.
