Amend Franklin’s existing Archaeological Ordinance. The City’s Municipal Code should be amended to allow for the salvage of archaeological artifacts by licensed professional archaeologists if development of sensitive sites occurs along the Harpeth River Corridor. The amended ordinance should clarify which department is responsible for regulatory enforcement. Additionally, the amended ordinance should have mechanisms in place to allow for the protection of undocumented as well as documented archaeological resources. Study the potential for creating an Archaeology Overlay Zone. An Archaeology Overlay Zone could protect potential archaeological sites and resources from development. Because this overlay could have significant impacts on costs and construction schedules for homeowners and developers, this process should begin with a study of methods, other model ordinances, and how the new overlay would be implemented and administered.
