Strengthening coordination between DRC and HZC meetings could also improve clarity and consistency. Consider requiring a preapplication meeting before DRC review. Property owners and design professionals should meet with City staff to discuss their project prior to submitting plans for DRC review. Staff can help the applicant become more well prepared to meet the Design Guidelines and City requirements for a more streamlined approval process. Expand the administrative authority for COA reviews. Administrative COA reviews could be expanded to cover more in kind repairs and minor exterior work that meet the Design Guidelines, allowing the HZC to focus on larger or more complex proposals. Clearly defining which repairs and alterations qualify—especially those using matching materials or not visible from the public right of way—could streamline routine projects, reduce timelines, and maintain the integrity of Franklin’s preservation review process. Review and Refine Historic District Design Guidelines. Franklin’s Historic District Design Guidelines are a strong resource, but growth and new district contexts create an opportunity to review them for greater clarity and ease of use. The update should simplify language, clarify expectations, expand visuals, incorporate best practices, while ensuring the Guidelines clearly apply across all historic districts. The review should include input from those who regularly use the guidelines, such as HZC members, developers, architects, contractors, and property owners.
