Three Phases of Historic Preservation Franklin’s preservation journey can be divided into three distinct but interconnected phases: • Phase 1: Foundations and Memory (1850s – 1950s) Efforts to preserve history in Franklin had narrow scope: they often focused on individual buildings and archaeological sites, many of which were valued for their association with the Civil War. • Phase 2: Grassroots Rescue (1960–2000) The era of grassroots advocacy led by the Heritage Foundation and a small circle of passionate citizens. During this period, much of the work of preservation was characterized by responding to and saving threatened historic resources. • Phase 3: Partnerships and Policies (2000–Present) A period marked by cultural and political alignment, major public-private investments, and the expansion of preservation as a mainstream value embraced by elected officials and the general public. 59
