2008 ZONING ORDINANCE This major Zoning Ordinance update codified the Character Area recommendations from the Franklin Land Use Plan into zoning requirements. It took monumental steps forward in setting high-quality development standards based on character and context with a focus on preservation. These included: • The Historic Preservation Overlay District (the City’s primary means of designating and protecting historic resources); • The Central Franklin Overlay District (created to ensure that new construction is sensitive to the qualities and character of surrounding established development); • The Hillside/Hilltop Overlay District (created to protect the viewsheds of hillsides and hilltops as important community character); • The Floodway and Floodway Fringe Overlay Districts (Created to preserve floodplain with limited encroachments, with exemptions for historic structures to ensure their contributing status was retained); • The Columbia Avenue Overlay District (provided development standards for new residential and commercial construction along Columbia Avenue/Columbia Pike to preserve and enhance the character corridor as the gateway into Franklin, ensure new buildings are compatible in character with their immediate surroundings, and enhance the quality and character of new buildings surrounding historic and cultural resources; and • The Protection of Historic Lands and Resources (development standards that apply to the edges of a new development near historic resources listed in or eligible for the National Register of Historic Places). 2017 ENVISION FRANKLIN Envision Franklin took a next giant step in setting the vision for exceptionally design places. Throughout the plan, it underscores the importance of preservation to the Franklin community and the importance of retaining historic fabric and scale. It recommends a foundation of managed growth through contextsensitive design and infill development. Historic preservation has been so successfully incorporated into Franklin’s self-image and future vision that the Plan’s tag line is “Preserving the Past; Planning the Future.” 2019 ZONING ORDINANCE UPDATE The focus of the 2019 major update to the Zoning Ordinance was to create a more user-friendly document while refining the development standards. With this update, the following was added: • The Scenic Corridor Overlay District (created to preserve the city’s natural beauty through viewsheds, gateways, and landscape design along designated corridors that serve as gateways into Franklin (based on the Heritage Road Study by the Heritage Foundation; and • Preliminary Historic Zoning Commission Recommendations (created to provide early in the development review process as to whether a proposal could ultimately receive a required Certificate of Appropriateness.) 2022 HISTORIC DISTRICT DESIGN GUIDELINES This Historic District Design Guidelines update prescribed best practices related to the treatment and alteration of historic buildings and structures within Historic Preservation Overlay Districts. While the Guidelines are not regulatory, they inform the decisions of the Historic Zoning Commission when it considers applications for exterior changes in historic districts. 82 FRANKLIN, TN | PRESERVATION PLAN
