07 164 Chapter General Provisions FRONTAGE TYPES Franklin Zoning Ordinance Effective January 1, 2025 7.1.3 Lot Frontage A. Residential lots shall have frontage on a public street; except that: 1. New lots along or within the SCO corridor may front a natural area open space lot within the SCO. These lots shall be served by a mews, subject to Section 9.5, Mews; and 2. In a development of more than 50 residential dwelling units (excluding multifamily), up to ten percent of the dwelling units for houses, duplexes, multiplexes, townhouses, and farmstead residential buildings may be on lots that front a courtyard, pursuant to Section 11.7, Courtyard. These lots shall be served by a mews, subject to Section 9.5, Mews. If more than one courtyard is proposed, they shall be interspersed throughout the development rather than clustered in one area. B. Nonresidential, mixed-use, and multifamily lots shall have frontage on a public street, private street, or internal drive, in that priority order. An internal drive may be utilized only when the development contains two or more principal buildings in a nonresidential, mixed-use, or multifamily development, subject to DRT approval. C. New lots on the perimeter of a proposed development, where adjacent to an existing street, shall be oriented so that the front facades of buildings face the existing street, but the DRT may approve an alternative: 1. Due to topography or other environmental constraints; or 2. If the new lot is along Mack Hatcher Parkway or I-65 and not along or within any SCO corridor. See Subsection 12.7.3, Buffers along I-65 and Mack Hatcher Parkway, for additional requirements. D. New residential lots may have a side lot line that fronts an existing collector street or higher classification when the lot: 1. Fronts a local street by the entrance to the subdivision; or 2. Is designed around a close. E. Development or redevelopment shall not be configured or arranged so as to result in a flag lot or a double frontage lot for a house or duplex. 7.1.4 Building Site Frontage A. Where development will result in two or more buildings located on the same lot, building sites for each proposed building shall be identified on a development plan, site plan, or permit application that designate: 1. The proposed boundaries of the building site; 2. Streets and circulation; 3. Frontage type; 4. Building footprint; 5. Parking placement; 6. Any fence and wall locations; and 7. Other site development information in compliance with this Ordinance. B. Building sites shall be drawn to meet the intent of Envision Franklin with the following: 1. Exceptionally-designed development: 2. Buildings that front the street or internal drive; 3. Parking as secondary to the building and its relationship to the street; 4. An activated streetscape; 5. A walkable, well-connected network; and 6. Well designed, usable open space.
