185 STREETS AND CIRCULATION Sidewalks 09 Chapter Franklin Zoning Ordinance Effective January 1, 2025 9.6.6 Extension to Property Lines A. New street rights-of-way, public access easements for internal drives, and cross access easements for drive aisles shall be extended to the adjacent property lines. Property shall not be subdivided to avoid this requirement. B. Pavement within rights-of-way, public access easements, and cross access easements shall be extended to connect to street stubs, internal drive stubs, and drive aisles on adjacent properties, or to property lines where a full connection is not possible, as determined by the DRT. C. The applicant is responsible for constructing the cross access to the abutting lots or building sites prior to issuance of the first temporary certificate of use and occupancy, and if there is no temporary certificate of use and occupancy, then prior to issuance of the first final certificate of use and occupancy. The property owner(s) shall perpetually maintain public access within the cross access on their property. D. At each location where a street terminates where a future connection is planned or accommodated, a sign shall be installed with the words “STREET TO BE EXTENDED BY THE AUTHORITY OF THE CITY OF FRANKLIN” to inform property owners. E. The site plan and final plat for all residential lots shall identify street stubs and include a notation that all street stubs are intended for connection with future streets on adjoining undeveloped property. 9.7 Sidewalks 9.7.1 General Sidewalks and curb shall be required on both sides of public and private streets and internal drives, except along Mack Hatcher Parkway or I-65. 9.7.2 Exemptions Development of six single family lots or less shall be exempt from this Section when the development is located more than 1,320 feet (a five-minute walk) away from an existing or planned sidewalk and the lots front onto an existing street. 9.7.3 Design Sidewalks along streets and internal drives shall comply with the Transportation and Street Technical Standards and shall be placed in either a public right-of-way or a public access easement.
