195 PARKING AND TRANSIT Alternative Parking Plan 10 Chapter Franklin Zoning Ordinance Effective January 1, 2025 10.4 Alternative Parking Plan The alternative parking plan may use any combination of the following alternatives, subject to DRT approval: 10.4.1 Shared Parking Shared parking by two or more uses with different operational characteristics and peak hours of demand may be a permitted alternative when it meets the following: A. The applicant shall submit a shared parking study that justifies the feasibility of using shared parking with: 1. Information from a nationallyaccepted standard parking resource using comparable uses and cities, as approved by the Department of Planning and Sustainability; 2. The size and type of the proposed development and the composition of uses; 3. Anticipated rate of parking turnover; and 4. Anticipated peak parking and traffic loads for all uses that will be sharing parking spaces. B. A continuous sidewalk shall be provided to and from the shared parking area; C. Shared parking spaces shall be located within 1,320 feet (five-minute walk) of a main entrance of each use served, as measured along the sidewalk connecting the main entrance to the shared parking area; D. A shared parking agreement shall be signed by all applicable property owners and recorded at the Register of Deeds prior to issuance of a building permit for any use to be served by the shared parking; E. For phased development, a phased parking plan shall be provided that shows how each use will be provided with adequate parking spaces throughout the full buildout of the development; and F. A shared parking agreement may be repealed only if all required parking spaces for each use will be provided without shared parking per Section 10.2, Minimum Parking. 10.4.2 Remote Parking Remote parking on a separate site from the site on which the nonresidential use is located may be a permitted alternative when it meets the following: A. There are practical difficulties in locating the parking area on-site or public safety or public convenience are better served by a remote location; B. The remote parking area shall be placed in a recorded easement for the use of an offsite parking location in perpetuity; C. A sidewalk shall connect the remote parking to the use being served; D. The remote parking shall be located within 1,320 feet (five-minute walk) of a main entrance of each use served, as measured along the sidewalk connecting the main entrance to the remote parking. E. The remote parking area shall be convenient to use without causing unreasonable: 1. Hazard to pedestrians or vehicular traffic; 2. Traffic congestion; 3. Interference with commercial activity or convenient access to other parking areas in the vicinity; 4. Detriment to the appropriate use of businesses in the vicinity; or 5. Detriment to any adjacent residential neighborhood.
