229 LANDSCAPE Street Trees 12 Chapter Franklin Zoning Ordinance Effective January 1, 2025 12.8 Street Trees 12.8.1 Where Required Street trees shall be required along both sides of all streets and internal drives, except undeveloped edges of natural areas and as required in Section 4.9, Scenic Corridor Overlay District. Street trees shall be planted within tree wells, planting strips or bulb-outs. 12.8.2 Tree Wells A. Tree wells shall comply with the following: Minimum Surface Area Minimum Width on One Side Additional Requirements 25 square feet 4 feet Underground tree structural support system not required 9 square feet 3 feet Underground tree structural support system is required B. Tree wells shall be placed adjacent to the back of the curb. C. Where public utilities prevent tree wells from being placed adjacent to the back of the curb, the DRT may approve shifting the placement of the trees to the opposite side (back side) of the sidewalk. D. Tree wells shall include irrigation systems and structural soils or screened backfill to ensure appropriate root growth and drainage. Figure 12.8.2.A Tree Wells Tree Wells 12.8.3 Planting Strips A. Planting strips shall have a minimum width of six feet. B. Planting strips shall be located between the back of the curb and the edge of the sidewalk, unless otherwise approved by the DRT. C. The trunks of street trees shall be a minimum of three feet from the back edge of the street curb at time of planting. D. Where public utilities or traffic control signs are located within the planting strip that prevent street trees from being planted in the planting strip, street trees shall be planted four feet from the back edge of sidewalk. Figure 12.8.3.A Planting Strip Planting Strip 12.8.4 Bulb-Outs Where on-street parallel parking spaces are required or provided, street trees may be planted in bulb-outs per the Transportation and Street Specifications. 12.8.5 Tree Types Street trees shall be large-maturing canopy trees. In areas where overhead utilities prevent the use of canopy trees, understory trees may be substituted.
