23 410 Chapter Defined Terms DEFINITIONS AND INTERPRETATIONS Franklin Zoning Ordinance Effective January 1, 2025 Right-of-Way (ROW) An area owned or maintained by the City, County, the State of Tennessee, federal government, a public utility, a railroad, or a private concern for the placement of such utilities and/or facilities for the passage of vehicles or pedestrians, including roads, streets, pedestrian walkways, utilities, or railroads. Riparian Buffer The area of natural or planted vegetation adjacent to a natural watercourse as measured landward from the normal pool elevation of impounded structures and from the bank of each side of streams, rivers, lakes, ponds, or wetlands which is intended to remain undisturbed. Riverine Relating to, formed by, or resembling a river (including tributaries), stream, brook, etc. Roof Forms The type, arrangement of ridges or parapet walls, or materials used on a roof. Roof Line The highest point of a flat roof or mansard roof and the lowest point of a pitched roof, excluding any cupolas, chimneys, or other minor projection. Roof Sign An attached sign wholly or partially dependent upon the roof of any building for support. Routine Maintenance The preventative or cyclical maintenance that is a part of the on-going care and upkeep of any building, structure, property, or improvement. Rural Character The development patterns, architecture, and arrangement of land uses such as agriculture and undeveloped lands found in sparsely settled areas. Rural Retreats An establishment in which sleeping accommodations are offered to the public and intended primarily for temporary occupancy by persons on an overnight basis that can include any combination of individual rooms, suites, buildings, tent campsites, recreational vehicle campsites, or glamping accommodations. Rural retreats may include on-site amenities, such as restaurants or fitness centers, secondary recreational uses, and event venues as further regulated by Chapter 5, Use Regulations. This definition does not include hotels or bed and breakfast establishments, which are defined separately. s Sandwich Board Sign A type of sign described as such in Section 15.11, Sandwich Board Sign.
