13 214 Chapter Fences and Walls FENCES, WALLS, AND SCREENING Franklin Zoning Ordinance Effective January 1, 2023 Figure 13.1.2 Fence and wall locations and heights. 13.1.3 Fence Materials A. Public buildings or uses, public parks, sports courts, and sports fields are exempt from this Subsection. B. Fences shall be constructed of any combination of treated wood posts, pickets, rot-resistant wood (such as cypress or redwood), or metal, except as restricted by Paragraphs 13.1.3.H and I. C. Posts or columns shall be constructed of wood, brick, natural stone, cultured stone, or other masonry materials. D. Fences shall be of a uniform architectural style and color palette compatible with the associated building. E. Fences shall be oriented such that the “finished” side of the fence faces outward toward adjoining lots, building sites, streets, or internal drives and the support framing faces the inside of the lot or building site. F. Fences in front yards shall be a maximum of 75 percent opaque. G. Fences serving nonresidential uses shall have masonry columns every 50 feet oncenter or less. H. Chain link fencing and chain link gates are not permitted, except in the LI and HI districts where the following shall apply: 1. The chain link shall be coated with dark green or black vinyl; 2. Plastic or metal slats in the chain link shall be prohibited; and 3. In the LI district, chain link fencing and chain link gates are not permitted in front yards. I. Wire fences or above-ground electrified fences for the control of livestock shall be permitted only within the AG district. 13.1.4 Wall Materials A. Walls shall be constructed of any combination of brick, stone, or authentic stucco. Smooth-faced concrete block may be used only with a brick veneer, stone veneer, or authentic stucco finish. In rear yards, split-faced concrete block may be used; and B. Walls shall be of a uniform architectural style and color palette compatible with the associated building.
