347 DEFINITIONS AND INTERPRETATIONS Defined Terms 23 Chapter Franklin Zoning Ordinance Effective January 1, 2023 Alley A minor public or private way intended to be used primarily for vehicular service access to the rear or side of properties. Alley Alteration A change, addition, or modification in construction, structure, or occupancy of a structure. American Standard for Nursery Stock A publication prepared by the American Nursery and Landscape Association that provides standards related to size and planting for newly planted landscaping material. Antenna An exterior transmitting or receiving device mounted on a building, structure, or tower that radiates or captures analog or digital signals, electromagnetic waves, radio frequencies (excluding radar signals), wireless telecommunications signals, or other communication signals. Appeal For the purposes of Section 17.6, Floodplain Protection, a request for a review of the local enforcement officer’s interpretation of any provision of this Ordinance or a request for a variance. Appeal of Administrative Decision A type of process to appeal a decision by an administrative official. Applicant The owner of property or the authorized representative of the owner who is applying for development approval. Appurtenance The visible, functional, or ornamental objects accessory to, and part of a building, such as chimneys, porches, decks, stoops, bay windows, roof overhangs, awnings, steps, and similar features. Arcade A covered passageway, typically found at street level, often comprised of a series of arches supported by columns. Architectural Lighting Exterior lighting that is designed to highlight structures, plantings, or significant architectural features in a direct or indirect fashion. Area of Shallow Flooding An area designated as a AO or AH Zone on the Flood Insurance Rate Map (FIRM) with a one percent or greater annual chance of flooding to an average depth of one to three feet where a clearly defined channel does not exist, where the path of flooding is unpredictable and indeterminate, and where velocity flow may be evident. Such flooding is characterized by ponding or sheet flow. Area of Special Flood-Related Erosion Hazard The land within a community that is most likely to be subject to severe flood-related erosion losses. The area may be designated as Zone E on
