361 DEFINITIONS AND INTERPRETATIONS Defined Terms 23 Chapter Franklin Zoning Ordinance Effective January 1, 2023 Farm-Field Boundary A technique of screening historically significant lands or structures from adjacent development as described in Section 18.4, Farm-Field Boundary. Feather Banner A type of sign that has the general shape of a feather. Also called feather sign or feather flag. Fence A structure used to delineate a boundary or act as a barrier or means of protection, confinement, or screening. Fill A portion of land surface or area to which soil, rock, or other materials have been or will be added; the height above original ground surface after the material has been or will be added; or the material used for the purposes of filling. Final Plat A type of application to finalize a layout for subdividing land into two or more lots suitable for recording at the Register of Deeds. Finished Floor Elevation The height of the finished flooring of the lowest floor serving habitable space within a structure or building. Flag A type of sign described as such in Section 15.9, Flag. Flag Lot A lot configured so that access to the street is provided by a linear strip of land and the bulk of the buildable portion of the lot is located behind one or more other lots. A general and temporary condition of partial or complete inundation of normally dry land areas from: 1. The overflow of inland or tidal waters. 2. The unusual and rapid accumulation or runoff of surface waters from any source. 3. Mudslides (i.e., mudflows) which are proximately caused by flooding as defined in Paragraph A.2 of this definition and are akin to a river of liquid and flowing mud on the surfaces of normally dry land areas, as when earth is carried by a current of water and deposited along the path of the current.
