05 100 Chapter Accessory Uses and Structures USE REGULATIONS Franklin Zoning Ordinance Effective December 30, 2019 consultant, real estate agent, or like profession; i. Counseling services that do not provide instruction or counseling services to more than two pupils or clients at a time; however, this shall not preclude a family counseling session, provided that all other provisions of Paragraph 5.2.7.H are followed; j. Small-scale child care that does not provide care for more than four children not related to the resident who is operating the business and meets the standards for a Family Child Care Home, as regulated by the State of Tennessee Department of Human Services; r. Songwriter; s. Tutor; and t. Traveling sale sperson . 2. Personal services and retail sales from on-site inventory are prohibited as a home occupation. 3. Home occupations shall: a. Be located entirely within the principal building and not exceed 25 percent of the total floor area of the principal building; b. Be owned and operated by the person residing in the principal building; c. Employ no more than one person who does not reside on the premises; d. Not create traffic or parking congestion, noise, vibration, odor, glare, fumes, or electrical or communications interference that can be detected by the normal senses off the premises; e. Cause no change in the exterior appearance of the existing dwelling or other structures on the premises; f. Not include more than one vehicle not customarily found in a residential district parked on the premises overnight; and g. Not include signs or other means of advertising on the property. I. Mailbox Delivery Facilities 1. This type of accessory structure may be on a stand-alone lot or part of a larger development. 2. Centralized mail delivery facilities shall be provided for all subdivisions with seven or more lots. Each delivery location shall be installed in an open space lot or on an individual lot to be owned by the developer or management company. Centralized mail delivery facilities shall be maintained by the homeowner’s association or property management association. 3. Each centralized mail location shall be built to USPS specifications with a concrete or asphalt pad and covered roof over andextending three feet on all sides of the cluster box unit.
