373 DEFINITIONS AND INTERPRETATIONS Defined Terms 23 Chapter Franklin Zoning Ordinance Effective December 30, 2019 spas, informational and instructional services, tanning salons, portrait studios, and other personal care services. Place of Public Assembly An institution or facility that congregations of people regularly attend to participate in or hold meetings, workshops, lectures, civic activities, religious services, performances, and other similar activities, including buildings or performance venues in which such functions and activities are held. Plan Amendment A type of application to amend the general plan, entitled Envision Franklin. Plan of Services A plan for how the Citywould providemunicipal services to land if annexed. Planting Season The dormant time of the year for trees beginning with leaf drop and ending with bud break; which is generally late fall (November) to early spring (March), excluding winter months when the ground is frozen. Planting Strip An area located immediately between the sidewalk and the curb or street pavement that serves as the area where street trees are planted. Platted Lot A lot shown on a recorded final plat. Plaza A type of open space described as such in Section 11.10, Plaza. Pocket Park A type of open space described as such in Section 11.6, Pocket Park. Porch A projection from an outside wall of a dwelling that is covered by a roof and/or sidewalls (other than the sides of the building to which the porch is attached) for the purpose of providing shade or shelter from the elements, which is at least six feet deep.
