Small-scale child care that does not provide care for more than four children not related to the resident who is operating the business and meets the standards for a Family Child Care Home, as regulated by the State of Tennessee Department of Human Services; i. Swim lessons that provide instruction to no more than two students at a time or the total number of students from a single family at a time, whichever is greater. Swim lessons on lots of one acre or more may have group lessons with up to five students; and j. Tutoring and instructional services that provide instruction to no more than two pupils at a time 2. Personal services other than as permitted by Clause 5.2.7.G.1 above and retail sales from on-site inventory are prohibited as home occupations; 3. Home occupations shall: a. Be located entirely within the principal building and not exceed 25 percent of the total floor area of the principal building, or as an alternative, be located entirely within an accessory building. Swim lessons and small-scale child care home occupations may have outdoor activities that take place in side or rear yards only; b. Be owned and operated by the person residing in the principal building; c. Employ no more than one person who does not reside on the premises; d. Not create traffic or parking congestion, noise, vibration, odor, glare, fumes, or electrical or communications interference that can be detected by the normal senses off the premises; e. Cause no change in the exterior appearance of the existing dwelling or other structures on the premises; f. Not include more than one vehicle not customarily found in a residential district parked on the
