Vehicle Wash Facilities An area or structure equipped with automatic or self-service facilities for washing automotive vehicles. Vested Plan In accordance with T.C.A. § 13-4-310, as amended, and subject to the exceptions set forth in said statute, the following project types will constitute the T.C.A. definition of a preliminary development plan as a vested plan: (1) development plan; (2) preliminary plat; and (3) site plan not associated with an approved development plan or preliminary plat.
