Sub-grade parking below the building would provide secure, dedicated parking for staff that is easily accessible the staff entrances to the building via an elevator or egress stair. To spaces that are provided for staff below the building will free up additional public parking in the existing Second Avenue garage. The use of sub-grade parking for public use outside of City Hall operational hours could be explored, with the appropriate security measures in place. The on-street parking along Third Avenue and along the alley connectors will be maximized to provide additional public and City Hall visitor parking. A trolley stop and vehicular access zone adjacent to the building entrance would provide improved accessibility to City services. Providing convenient parking for visitors to City Hall with easy access to the building entrance is important to providing a welcoming an inviting City Hall. BUILDING ENTRANCES Based on feedback received in Round One of the Community Engagement, the main entrance to City Hall will face Public Square. Additional entrances will be provided for public access to community meeting rooms and public restrooms. Proper security measures will be implemented to maintain the safety of the City employees while making the City Hall building accessible and welcoming to the citizens of Franklin. LEGEND:
