43 Establishing The Vision Franklin City Hall Master Plan SOLAR EXPOSURE • Building orientation is governed by site constraints • Use shading devices that would be acceptable within the Historic Guidelines • Thicker poche at openings between a window head and transom above could be a shading strategy within the historic context • Make use of streetscape and site trees for shading ENERGY REDUCTION & PERFORMANCE • Due to limited site area for a well field, a geothermal system is not feasible for this project • Focus on reduced electrical consumption of lighting and cooling related systems • Natural gas generator • Maximize level of mechanical system controllability and focus on staff thermal comfort • Control process/plug loads WATER EFFICIENCY • Implement a rainwater collection cistern and/ or gray water collection for reuse for on-site irrigation and non-potable use • Implement water efficient fixtures and low flow toilets • Reduce number of break rooms throughout the building BUILDING ENVELOPE • Explore the use of operable windows to improve indoor air quality and occupant health • Implement green roofs where appropriate for staff and public use • Use high performance glazing and frames for windows and doors • Use “Cool” roofing materials that prevent heat islands on non-occupied roofs RESOURCES • Potentially provide electric vehicles for City vehicles used to conduct business • Explore Use of Photo-voltaic • Storage and Collection of Recyclables • Building Demolition Waste Management LANDSCAPE & OPEN SPACE • Reduce parking footprint by exploring subgrade parking • Limit the amount of surface parking ALTERNATIVE TRANSPORTATION • Explore lockers, showers, and bike storage for 1/5 of the parking spaces • Connect to bike networks and greenway plan • Explore bike share potential PUBLIC TRANSIT • Explore potential transit stop locations DAYLIGHT & VIEWS • Enhance daylighting and views to exterior • Historic guidelines supports punched window openings, not large storefront expanses of glass • Tinted glazing is prohibited in the Historic overlay • Interior light shelves could be incorporated to maximize daylighting potential STORMWATER MANAGEMENT • The plans will be in accordance with the City of Franklin Stormwater best practices guidelines. • A rainwater collection cistern is incorporated into the plan along with a grey water collection cistern. The collected water will be reused for on-site irrigation and other non-potable water uses. • Open Space is being maintained on the site. Soft scape and permeable pavers will be incorporated to reduce the amount of stormwater run-off.
