66 Forming The Vision Franklin City Hall Master Plan 1 2 3 SUMMARY There are three main site design focus areas identified in the conceptual Masterplan. A summary of each area is described below and labeled on the key plan to the right. SITE OPPORTUNITIES 1 Area 1 consists of the entry plaza to the building facing Public Square, the pedestrian connector to the Second Avenue parking garage, and the portion of the alley that runs between City Hall and the Second Avenue parking garage. 3 Area 3 is a small courtyard adjacent to the historic Pull Tight theater. This courtyard is called the D.B. Cliffe garden in remembrance of the community flower garden maintained by the Cliffe family for three generations in downtown Franklin on Second Avenue where the parking garage stands today. 2 Area 2 is the large open space preserved on the corner of Third Avenue and Church Street to provide opportunities of outdoor gathering, activity, and respite for the community. Preserving open space on the site contributes to the sustainability goals of the project while providing a vital amenity for the residents, neighboring businesses, and visitors in downtown Franklin.
