DRAFT FRANKLIN HISTORIC DISTRICT DESIGN GUIDELINES 95 This Chapter provides guidelines on civic buildings in Franklin’s historic districts. Civic buildings include those with government, religious, educational, and other public purposes, and they are often unique and highly recognizable landmarks that relate to their surroundings. Historic civic buildings should be preserved and maintained. Additions to civic buildings should be subordinate and designed more simply. New civic buildings should be contextually sensitive to the historic district. New civic buildings typically have more presence than surrounding buildings, but they should not detract from or overwhelm nearby buildings. Civic building presence is generally achieved through the use of tall floor-to-ceiling heights on the ground floor and through the use of pronounced base and ornamentation.
