19 314 Chapter Department of Building and Neighborhood Services REVIEW BODIES Franklin Zoning Ordinance Effective January 13, 2026 19.8 Department of Building and Neighborhood Services 19.8.1 General Authority The Department of Building and Neighborhood Services is authorized by the BOMA to interpret, enforce, and administer this Ordinance, except for those duties delegated or conferred upon the Department of Planning and Sustainability. The Department of Building and Neighborhood Services shall have the following authority and duties under this Ordinance: A. To render interpretations of all provisions of this Ordinance and confer with the Department of Planning and Sustainability and other City departments as needed; and B. To make initial rulings on the interpretations of zoning map boundaries based on the following criteria: 1. The Department of Building and Neighborhood Services shall use the best available data to make an interpretation of the zoning map boundary. 2. The City has received an approved Letter of Map Revision from FEMA. 3. The Department of Building and Neighborhood Services shall make the initial ruling within 120 days of submission of a complete application. An applicant may consent to waive the deadline. An application is deemed to be approved if the Department of Building and Neighborhood Services fails to approve, deny, or extend with consent the application within the required time period; and C. To enforce the provisions of this Ordinance. 19.8.2 Specific Approval Authority The Department of Building and Neighborhood Services is responsible for review and final approval of: A. Building permits; B. Sign permits; C. Tree removal permits; and D. Other permits as identified in this Ordinance. 19.8.3 Additional Authority The Department of Building and Neighborhood Services shall perform other duties as set forth by other provisions of this Ordinance.
