20 330 Chapter Preliminary HZC Recommendation PROCEDURES Franklin Zoning Ordinance Effective January 13, 2026 20.6 Preliminary HZC Recommendation 20.6.1 Purpose The purpose of a preliminary HZC recommendation is to provide recommendations from the HZC to the FMPC and BOMA related to the Historic District Design Guidelines on development applications in the HPO early in the approval process where certain contextually-sensitive design features become entitled prior to the certificate of appropriateness review. The HZC uses these Guidelines to consider exterior alterations that may affect the historic integrity and context of properties within the HPO. The HZC reviews the proposals in light of the Design Guidelines for consistency with the historic district and potential impact to historic resources. Considerations include building locations, the rhythm of buildings along streetscapes, lot widths and sizes, setbacks, historic resource edge treatments, as well as building types, height, massing, and scale. Locations of proposed parking, drive aisles, landscaping, hardscape features, grading of the earth, and other site alterations are also reviewed. Modifications of standards that are impactful to the historic district or are related to any Design Guidelines recommendations are also considered as part of the preliminary HZC recommendation. 20.6.2 Applicability A. Preliminary HZC recommendations shall comply with the specific review procedures in this Section. B. This Section shall apply to development in the HPO that is subject to: 1. Development plans; 2. Preliminary plats; and 3. Final plats that create new lots. C. This Section shall apply to rezoning applications that amend the HHO or SCO on, adjacent to, or across the street from lands or sites: 1. Listed on the National Register of Historic Places; or 2. Eligible for designation on the National Register of Historic Places, as determined by the Tennessee Historical Commission. 20.6.3 Application Submittal An application for a preliminary HZC recommendation shall be submitted in accordance with Section 20.2, Common Review Procedures. 20.6.4 Staff Review The Department of Planning and Sustainability shall review the application and make a recommendation to the HZC. 20.6.5 HZC Recommendation The HZC shall review the application at a public meeting and provide a recommendation to the FMPC and the BOMA, as applicable, for: A. Approval; B. Approval with conditions; C. Denial; or D. Deferral for continued review of the application.
