353 PROCEDURES Appeal of Administrative Decision 20 Chapter Franklin Zoning Ordinance Effective January 13, 2026 20.18.6 Review Criteria A. For administrative decisions other than map interpretations, the order, decision, determination, or interpretation shall not be reversed or modified, unless there is competent, material, and substantial evidence in the record that it fails to comply with either the procedural or substantive requirements of this Ordinance and State law. B. For map interpretations, the BZA shall use the best available data to make a final interpretation of the zoning map boundary.
