Demolition is highly discouraged unless there are extraordinary circumstances, so as to maintain the integrity and sense of place associated with Franklin's historic districts. This Chapter also provides guidance for consideration of relocation of structures. Relocation is highly discouraged, but it may be preferable to demolition when the new location would be compatible with the character of the building.
