The Implementation Matrix that follows captures the headings for each of the Themes, Goals, and Recommendations in the Preservation Plan. The Matrix also identifies recommended priorities and timeframes. Each of these can be adjusted to fit needs and circumstances as they may evolve. They reflect the advice of the consulting team, with input from the Steering Committee. The Implementation Matrix is a shared tool for managing preservation initiatives. To ensure it remains relevant and responsive to changing conditions, it should be reviewed and updated regularly, particularly when new opportunities or resources arise. PRIORITY LEVEL Each recommendation is assigned a Foundational, Strategic, or Transformational priority level based on its role in advancing the plan’s vision. • Foundational actions build capacity, clarify policy, and prepare the groundwork for future implementation. • Strategic actions directly advance a major plan goal and are reasonably attainable with existing or readily accessible capacity and financial resources. • Transformational actions are larger or more visionary in scope and could have significant long-term impact, but will require major investment, partnerships, or careful sequencing.
