33 Establishing The Vision Franklin City Hall Master Plan GUIDELINES ARCHITECTURAL FEATURES • Historically relevant features • Look to buildings of similar age, size, and scale • Simple entrances with historic detailing NEW BUILDINGS • Make new buildings compatible with adjacent buildings • Construct new buildings that are clearly of their own period • Reinforce vertical divisions in long facades MATERIALS • Use masonry materials which are compatible in size, profile, and detailing • Colors that compliment dominant existing colors LANDSCAPING • Maintain character-defining topography & landscape features • Preserve historic connections • Follow historic patterns of alignment for new walkways • Consider historic trees STREETSCAPE • Provide landscape to compliment buildings • Sidewalk and street improvements to enhance character • Maintain sidewalks & lighting LIGHTING • Retain historic light fixtures • Refrain from obstructing historic features PARKING • Provide screening for parking lots • Follow requirements for parking as set forth in the Zoning Ordinance ROOFS • Retain historic roof shapes and roof-related features • Install modern roof elements so they are not visible from the street • Flat roofs are a hallmark of historic commercial buildings SIGNAGE • All new signs are required to follow the Zoning Ordinance • Signage to be traditional in location and appearance as well as minimal in number UTILITIES • To be placed along rear elevations and out of view from the main street • Screen through landscaping or fencing
