The information gathered during the interviews and the feedback on the Case Study presentations informed the development of revised space standards, building on those established in the previous Space Needs Assessment. The recommended Space Standards and their associated programmatic requirements are included in this section. Standards for typical office spaces such as private offices, workstations, conference rooms, work areas, break areas, and storage closets have been established to serve as building blocks within the design. The use of standard spaces maximizes the potential flexibility as the building evolves over time and the City grows beyond the 2040 projection for which the building is currently being designed. The program and space standards will evolve as the design continues to develop. The Design Team will continue to update the building program at established design phase milestones. PROJECT FRAMEWORK METHODOLOGY The design team began the development of the program for the new City Hall by reviewing the Space Needs Assessment that was commissioned by the City separately with a prior consultant in 2019-2020. The design team reviewed the questionnaires, the staffing projections for the 2030 and 2040 future milestones, and the space needs standards established in the Space Needs Assessment The information provided was then verified by conducting interviews with each department. The Design Team compiled a packet for each department summarizing the observations and items needing clarification from the Space Needs Assessment along with a list of more detailed questions to gain further insight into the specific programmatic needs of each department. After the interviews were completed, the design team visited the existing City Hall building to gain further insight into the way the City works and to verify items needing clarification from the interviews. Through all of the information gathered during the interviews and a visit to the existing City Hall facility, the design team created internal and external adjacency diagrams of each department to show the adjacencies between departments and the adjacencies of spaces within the departments. The interview packets along with the adjacency diagrams were returned to the City for review, comment, and further confirmation prior to updating the building program. The design team also prepared a series of topic based Case Study Presentations to help illustrate design strategies that the design team would recommend for incorporation into the design of City Hall. The design team presented the following topic based presentations: • City Hall Case Studies • Corporate Office Case Studies • Site Design Case Studies • Building in a Historic Context • Systems Case Study After the presentations, the City scheduled internal discussion with staff to get feedback on the design concepts shown in the presentations. This feedback from the City staff helped the Design Team further develop the program and design strategies appropriate for the new City Hall.
