40 Establishing The Vision Franklin City Hall Master Plan 2ND AVE CHURCH ST 3RD AVE ACCESS TO THE BUILDING OPPORTUNITIES, CHALLENGES, & GOALS One goal of the Master Plan is to enhance the pedestrian experience on the site, improve connectivity to the surrounding properties, and activate the streetscape along Third Avenue. The pedestrian access to the building between 231 Public Square and the City Hall structure is one opportunity to improve the pedestrian experience and access to the building from the Second Avenue parking garage. Another opportunity to improve the pedestrian experience is along the alley between the Second Avenue parking garage and the East side of the City Hall building. Currently, the vehicular activity of passenger vehicles and the lack of a loading zone for the building presents an unfavorable pedestrian experience. Enhancements to these two main pedestrian corridors are one area of focus for the Master Plan. Improved Streetscape and preserved open space along Third Avenue and Church Street will also enhance the pedestrian experience and improve activity and connectivity to the surrounding context. PEDESTRIAN ACCESS TO THE SITE PUBLIC ACCESS TO PARKING AND BUILDING The community consistently identified additional parking as an essential need for the Master Plan. The majority of the feedback during Round One of the Community Engagement was in favor of sub-grade parking in lieu of another above grade parking structure on the site. The preferred location for the entrance to the sub-grade parking garage is aligned with the alley connecting to 2nd Avenue. The parking garage entrance location creates a natural separation between two vehicular zones along the existing alley, a loading, utility, and trash zone to the South and an improved combined vehicular and pedestrian zone to the North of the entrance. Potential strategies to improve the pedestrian experience along the alley are an increased setback of the building from the curb to allow for more green space between the building and alley, decorative pavers to help slow traffic and provide a more aesthetically pleasing walking surface. Removal of the existing on-grade parking space will help improve the safety of pedestrians. A potential location for new surface parking space would be on-street parking along the alley connection to Second Avenue. LEGEND:
