The height, massing and scale of the City Hall building shall respond to these structure in a respectful manner. Sufficient open space and appropriate height, massing and scale around these structures will be a requirement in the Master Plan. A one to two story City Hall building adjacent to these existing historic structures with a sufficient open space buffer between these existing structures and the City Hall would be an appropriate response to the immediate context around these historic gems. SENSITIVITY TO EXISTING HISTORIC STRUCTURES OPEN SPACE OPPORTUNITIES There is an opportunity for open space in response to the reduced density of the residential context of South Third Avenue and Church Street. The opportunity for additional green space on the site will provide a community amenity while appropriately responding to the character of the surrounding context. The small courtyard adjacent to Cornerstone Church at the corner of Third Avenue and Church Street presents an opportunity for a pedestrian open space along Church Street on the City Hall site. Open space is an appropriate treatment of the site frontage along Church Street to respond to the existing small courtyard adjacent to the Cornerstone Church, the front yards of the surrounding residential character along Church Street, and the connection to the open space buffer around the Pull-Tight Theater and 202 Church. Small pocket parks and courtyards can be provided along Third Avenue in response to the rhythm and character of the residential structures on the West side of Third Avenue. All of these open space opportunities will provide an essential amenity for the community, allowing opportunities for gathering, public art, and places of respite in Franklin's vibrant historic downtown.
